Level 2: GCPE Pioneer Award

The second phase of the GCPE assessment process is a simple, cost-effective, and quick tool that provides organizations with a snapshot of where the organization currently is in accordance with the Framework for Excellence.

In order to receive the Pioneer Award, the process begins with the organization administering a survey to a cross section of employees, completion of an organizational profile, answering several key questions that will give insight into the current level of the organization, as well as the organization’s ability to show measurable improvement in a key area of their organization or operational process.

Several strengths and areas for improvement are identified as related to the Performance Excellence Criteria; this information can be used by organizations to set future direction and develop strategic plans.

The GCPE Council offers Subject Matter Experts (SMEs) as a follow-up once the Pioneer feedback report has been delivered. This mentoring is customized for each organization.

Conducting the Pioneer self-assessment helps organizations introduce the Performance Excellence Criteria to their workforce. By placing a priority on the improvement initiatives, organizations can more effectively implement an award winning management system and move closer to the goal of performance excellence.

The GCPE Pioneer is most suitable for organizations that:

  • Want to quickly and inexpensively measure employees’ knowledge and perceptions about your overall organizational management system
  • Want to utilize the tool as a climate survey
  • Have new leadership who want to understand the current organizational structure and climate
  • Have used a higher-level self-assessment tool, feel they are making progress, but want to check for understanding and deployment
  • Have already begun improvement in their organization and can show improvement

A team of GCPE Examiners will conduct a 2 to 3 day on-site assessment by interviewing employees and assessing your processes to verify and clarify the information collected in the survey. The Examiners prepare an additional written feedback report with strengths, opportunities for improvement, and recommendations for next steps.

The organization must be able to show measurable improvement in a key area of their organization or operational process.

Level 3: GCPE Outstanding Performance Award

The third level GCPE Outstanding Performance award is for organizations that have shown significant strides in several key areas of the criteria.  The process continues with the review and assessment process, extending evaluations into all sectors of an organization. The Outstanding Performance process is a stepping-stone for organizations aspiring to earn the Pinnacle Award for Organizational Excellence.

Organizations submit a 20-page application that is scored against the seven categories of the Performance Excellence Criteria: Leadership, Strategic Planning, Customer and Market Focus, Information and Analysis, Human Resource Focus, Process Management, and Business Results.

When an organization submits an Outstanding Performance application, GCPE assembles a team of six to seven Examiners. These Examiners complete an independent review of the application. They then meet for one day to come to consensus on their findings of strengths and opportunities for improvement, and to prepare for the three to four day site visit.

On site, the team interviews employees at all levels of the organization, reviews additional documents and results to verify and clarify the original application in its relationship to the GCPE criteria for Organizational Performance Excellence.
Finally, the team prepares a written feedback report with five to seven key strengths and opportunities for improvement for each category. Also, the team includes recommendations for the steps they feel are most important to address for the organization to move to the next level of performance excellence. These recommendations may be used as a basis for strategic planning.

GCPE Outstanding Performance applicants are recognized at the annual GCPE conference to showcase their pursuit of advancing to higher levels of performance.

This recognition is awarded to organizations that have shown significant strides toward excellence in several key areas of their organization relative to the GCPE Framework

The GCPE Outstanding Performance award is most suitable for organizations that:

  • Are not familiar with the Criteria for world-class performance
  • Want to engage employees in discussion teams to analyze the organization’s management practices and related results
  • Have some, but not most, of their key processes documented in some format

Organizations submit a 50-page application that is scored against the seven categories of the Performance Excellence Criteria: Leadership, Strategic Planning, Customer and Market Focus, Information and Analysis, Human Resource Focus, Process Management, and Business Results.

When an organization submits a GCPE Pinnacle Award application, GCPE assembles a team of six to eight Examiners. These Examiners complete an independent review of the application. They then meet for two days to come to consensus on their findings of strengths and opportunities for improvement, and to prepare for the substantial four to five day site-visit.

On site, the team interviews employees at all levels of the organization, reviews additional documents and results to verify and clarify the original application in its relationship to the Performance Excellence criteria.

Finally, the team prepares a detailed written feedback report highlighting key strengths and opportunities for improvement for future organizational planning.
The GCPE Panel of Judges selects organizations that have successfully implemented the GCPE Criteria across the organization, and these recipients are recognized at the annual GCPE Award Banquet.

The Performance Excellence award represents statewide recognition for organizations that have achieved best in class results in most key areas of their organization and exhibit role model practices.  Recipients of this award are prepared to apply for National Recognition through the Malcolm Baldrige Award Process.
